CNR's Montreal Passenger Terminals Tribulations


In the News of Railroads column in the Montreal Gazette of August 20, 1909 this article appeared.



Spoiler alert: Except for the strange passenger 'Pool Train' era between the Great Depression and the 1960s, the Canadian Pacific would never share Place Viger, or any other Montreal passenger facilities with the Grand Trunk, Canadian Northern or the Canadian National.

Below is an undated photo of the Canadian Northern Railway's Moreau Street station - perhaps circa 1925. The facilities and location 'came with' yet another railway the Canadian Northern builders had bought. This location was not in the downtown area or the business district, and the facilities are not really consistent with the image which a transcontinental railway would want to project as it entered Canada's largest city.

Because the railway needed a respectable, convenient and efficient downtown station, the Canadian Northern builders devised their scheme to tunnel through Mount Royal from the north. 

With the sale of house lots from a new prestigious 'model city' known as the Town of Mount Royal, they hoped to fund most of the cost of the tunnel. Residents of TMR, after a short walk to the local Canadian Northern station, would ride modern electric trains to the downtown Canadian Northern terminal in about 10 minutes.

The Great War, 1914-1918 caused a scarcity of capital and bankrupted the Canadian Northern and Grand Trunk Railways.

The Canadian Pacific had unselfishly offered to take over the government's orphan railways and run them efficiently as a business (and as a Canadian monopoly) - but governments held back on accepting this offer.

Here is what the Canadian National Railways were using for Montreal terminals in 1929 ..

The former Canadian Northern Railway Tunnel Terminal - a glamourous hole in the ground in the Montreal city centre. It is virtually 'unspoiled' from its original design - in this 1930 photo. The south portal of the Mount Royal Tunnel is under the camera's location.

I believe that the Canadian National Railways (a federal crown corporation) used the old Grand Trunk Railway's headquarters in Montreal for its railway operations headquarters. Of the four, this is the only building which still exists.

Here are the street locations for the above four facilities as the streets are named today - I am using a convention that the St Lawrence River is to the 'south' of the downtown area:

  • Moreau Street (officially: 'Montreal', then 'St Catherine St East' station): north-west corner of Ste Catherine Street and Moreau Street
  • Bonaventure Station: south-west corner of Rue St Jacques and Rue Peel
  • Tunnel Terminal: south-west corner of today's Central Station building on Rue de la Gauchetiere
  • Grand Trunk Headquarters: north-west corner of Place d'Youville and Rue du Square Victoria

In Report on Railway Terminal Facilities at Montreal by Frederick Palmer, M.Inst.C.E., M.Am.Soc.C.E. of Rendel, Palmer & Tritton, Consulting Engineers of London, England, dated January 31 1929, the report begins:
The terminal passenger accommodation at Montreal on those railways which became absorbed in the amalgamation constituting the Canadian National Railways exists to-day probably as first constructed many years ago, and can now only be described as quite obsolete.
That's his very first sentence exactly as written. Then it gets better. 

Here is a map which Mr Palmer drew which lays out the status quo.

  • Canadian National Railways tracks are represented in green. 
  • Bonaventure is near the Tunnel Terminal. 
  • Moreau St is the green stub in the east end under the writing 'Ontario St'.
  • Canadian Northern had dispatched most of its power (locomotives) from Val Royal or 'Cartierville' - consider that the tunnel had electric locomotives or electric self-propelled cars and that steam replaced the electrics at the northern end of the catenary.
  • Grand Trunk sent power from Turcot.

So the Canadian National Railways transportation system in Montreal was the heir to all these separate passenger arrangements - in addition to all the various locomotives, cars, yards, interlockings and spurs needed to handle freight traffic. To make things more complicated, consider just a few the diverse facets of the railway business back then and all the manual or procedural skills needed to keep all the elements functioning ...

Consider seasonal demand spikes for passenger holiday travel, employee discipline for safety violations, snow clearing, seasonal demand spikes before the end of the Montreal shipping season, express and postal business, shop staffing and supervision, train dispatching, crew calling, ordering and managing materials such as replacement rails and switches, waybilling and invoicing customers, employee timetable preparation, public timetable preparation, ticket stock printing, block ice supply and storage for refrigeration and air conditioning ... employee morale.


D.B. Hanna had been carried over from the Canadian Northern as a knowledgeable 'caretaker' and the CNR's first President. As Hanna completed his long career, Henry Thornton - an experienced railroader literally capable of organizing a railway in a war zone - was the true leader which Canadian National really needed at this point in its history. 


This was the 1920s! RCA! Automobiles! Aviation! Canadian gold mine investments! Ordinary first-time investors getting rich with leveraged stock market funds, which contained other stock funds, which contained the highest performing stocks - bought on margin! .. 

.. With the Canadian government's enthusiastic support of the progressive American railroad professional Sir Henry Thornton, Chairman of the Board and President of the Canadian National Railways from 1922 to 1932, anything was possible! 


Spoiler alert: Anything was possible .. until the Great Crash later in 1929 and the election of R.B.Bennett and his Conservative government in 1930. Thornton's biography The Tragedy of Henry Thornton begins with a quote:

'Now hath the butcher's dog pulled down the lordliest buck in England.'

But that's still a few months off. So Palmer's report came out in January 1929, and the media strategy was put into play ..

Here's part the Montreal Terminals legislation which received Royal Assent on June 14, 1929: 


Canadian National Montreal Terminals Act, 1929

The Governor in Council may provide for the construction and completion by the Canadian National Railway Company (hereinafter called “the Company”) of terminal stations and offices, local stations, station grounds, yards, tracks, terminal facilities, power houses, pipes, wires and conduits for any purpose, bridges, viaducts, tunnels, subways, branch and connecting lines and tracks, buildings and structures of every description and for any purpose, and improvements, works, plant, apparatus and appliances for the movement, handling or convenient accommodation of every kind of traffic, also street and highway diversions and widenings, new streets and highways, subway and overhead streets, and also approaches, lanes, alleyways, and other means of passage, with the right to acquire or to take under the provisions of section nine of this Act or otherwise lands and interests in lands for all such purposes, all on the Island of Montreal in the Province of Quebec, or on the mainland adjacent thereto, as shown generally on the plan or plans thereof to be from time to time approved by the Governor in Council under the provisions of section seven of this Act; the whole being hereinafter referred to as the “said works”, and a short description whereof for the information of Parliament but not intended to be exhaustive, being set out in the schedule hereto.

Schedule:

(a) Central Passenger Terminal facilities, and office buildings, including baggage, mail and express facilities, on the site of the present Tunnel Station, and generally covering the area bounded by Cathcart Street, St. Antoine Street; Inspector and Mansfield Streets, and St. Genevieve Street;

(b) Viaduct and elevated railway between Inspector and Dalhousie Streets, and St. David’s Lane and Nazareth Street to near Wellington Street, and thence along Wellington Street to Point St. Charles Yard and Victoria Bridge, crossing over existing streets, and with connections to existing railway facilities and Harbour Commissioners’ trackage;

(c) Coach yard facilities at various points, with principal yard at Point St. Charles;

(d) Grade separation by means of elevated, or depressed, or underground tracks, or streets, as may be determined on the existing railway between Bonaventure and Turcot and connection to the viaduct referred to in paragraph (b);

(e) Grade separation by means of elevated, or depressed, or underground tracks, or streets, as may be determined between St. Henri and Point St. Charles;

(f) Railway from Longue Pointe yard to the Northwest and thence Southwest to connect with the existing railway at and near Eastern Junction;

(g) Railway from the Cornwall Subdivision in the vicinity of Pointe Claire to the L’Orignal Subdivision in the vicinity of Val Royal;

(h) Railway between the Cornwall Subdivision near Lachine and the Lachine, Jacques Cartier and Maisonneuve Railway, near Western Junction;

(i) Railway from a point on the line between St. Henri and Point St. Charles near Atwater Avenue, along the River St. Pierre and the Aqueduct Tail Race to the waterfront, and construction of yard facilities on the Waterfront with connection to existing lines and Harbour Commission trackage;

(j) Local station facilities, engine and other railway facilities, signalling, electrification, and electrical equipment on present and proposed railways;

(k) Connections and transfer facilities to the tracks of the Montreal Harbour Commission near Longue Pointe, and/or at a point further East, and connections and transfer facilities to the C.P.R. East and South of the Lachine Canal, and at other points, except at Forsythe (now Rouen Street.) The Company to pay part cost, to be determined, of facilities jointly owned or jointly used.
The estimated cost of the said works is $51,409,000.

Very few of the Palmer report's recommendations about the Montreal passenger terminals problem had been put into action during the 'lost decade' of The Great Depression.

(I included the western line abandonments for fans of western Canadian railroading.)

The 'co-operation' referred to would result in what you might call Circus Trains - the silly, confusing Pool Train scheme in eastern Canada which endured until the mid-1960s. Rail companies don't compete with each other in our modern age - they compete with rubber tires on 'free' roads.

A very long article in the Gazette of December 22, 1938 expresses the hopes of many that at least Christmas and the New Year of 1939 could be celebrated with new jobs and possibly a general economic improvement at some point in the future.

Before the CNR Montreal Terminals problem could finally be resolved, re-employment of Canadian workers came from another source.

The 'economic improvement', human misery and the often grim outlook for the 'Free World' brought about by World War Two began about 8 months later.

The CNR public timetable of April 30, 1944 shows that 35 years after the Canadian Northern announced its new Montreal to Quebec City trains, operating out of Moreau Street ...

Moreau Street was still being used for some CNR passenger trains.

Turcot Yard's origin


In this post, I intend to explain why I am at this particular location - CNR Turcot Yard in Montreal.

Canada's native and European populations made extensive use of water surfaces for transportation throughout Canada's early history. The spring thaw often made upstream travel more challenging. Winter made travel much less dependable - although dragging items on metal runners along smooth ice was quite efficient.

Europeans travelling west from the Atlantic Ocean in sailboats - and boats which were paddled or rowed - were generally stopped at the Lachine Rapids (at the bottom of the map). 

Portaging a canoe and its load was possible, but to have a horse-drawn wagon running on a dirt trail to a waiting upstream watercraft was preferable circa 1800. 

Then came the expensive idea of paying workers to dig and operate a canal with walls made of cut stone, and using heavy wooden lock gates as needed. Eventually, the Lachine Canal was opened in 1825 - shown above.

With steamboat technology also came steam railway technology. Canada's first railways were built to apply steam power to portages. These rail systems could portage their loads on a schedule! They were faster than towed boats in canals, and they were soon faster than horse-drawn wagons.

In the map below, you can see Canada's first steam-powered railway (1836) - running from Laprairie to St John's. I won't spend a lot of time outlining which early company operated which early rail system - because once the rails were laid, ownership often flipped a number of times as the companies were consolidated into transportation networks.

The map above shows how the earliest short railway lines were linked together to form much longer rail systems. At first (in 1847) passengers and goods bypassed the Lachine Rapids by taking the train from Montreal to Lachine. And then they left the train and went aboard a boat heading upstream or across the river.

In 1853, a 200 foot steam ferry was put in place which could carry a locomotive and three cars from Lachine to Caughnawaga - so shipped goods and passengers could now have a 'seamless experience'. The passengers could sit on their warm, dry behinds non-stop from Montreal to Plattsburgh!

In 1863, seeing a good thing, the Grand Trunk took over operations on all the north-south lines shown in the (repeated) map above. The little Montreal and Lachine Railroad Company was operating for only about 16 years before it was absorbed by the GTR. Notice the 'Via Grand Trunk Railway' in the timetable below.

.. Let's MEET the GRAND TRUNK RAILWAY!

The Grand Trunk Railway was built through Canada, primarily using British capital. To simplify a long story, it connected the Atlantic Ocean with the American interior - ultimately Chicago, the railroad capital of America. In Canada, its mainline was built through the southern St Lawrence Valley and the lowlands north of Lakes Ontario and Erie. 

Some Grand Trunk dates:
  • 1856, October 27 - Ran its first through trains between Montreal and Toronto.
  • 1859, December 17-  Ran its first passenger train across the Victoria Bridge.
  • 1869 - Completed its mainline between Riviere du Loup, Quebec and Sarnia, Ontario. 
  • 1870 - Operated its first Pullman cars.
  • 1874 - Converted from a broad to Standard gauge - to be compatible with the US system.

The Grand Trunk's building of the Victoria Bridge was a significant accomplishment because the bridge made it possible for Montreal to connect with today's Maritime Provinces and the US by rail. As a result of this bridge, Montreal had dependable all-year access to Atlantic seaports for its imports and exports and expanded trade with the US.

Created during the infancy of the engineering sciences, the Victoria Bridge was cautiously over-engineered. Wrought iron plates were riveted together to form (top-vented) metal tubes - to distribute the physical stresses imparted by passing trains. In addition, this design shielded trains from the winds and snows of blizzards whipping down the St Lawrence. The shape and design of the water-cutter piers was calculated to cut and to deflect the massive lateral ice loads of the river in winter and during the spring ice break-up. And, as you'll observe from the photograph, trains losing power en route could at least roll back to dry land. The travelling cranes shown were permanent - used to maintain the bridge.

Once rails are laid, the railway often stays in that place for quite a while - in spite of corporate ownership changes. The map from 1859, below, shows the Montreal and Lachine Railroad tracks ending in western Montreal - at a station on Bonaventure Street - below the red dot. 

The Montreal ('western') end of  the Grand Trunk's Victoria Bridge is shown at the bottom of the map with the Grand Trunk Railway tracks arriving at the GTR main yard, shops ... and the original GTR Montreal station at Point St Charles - in the area of the green dot. Trains moving beyond the map's left margin were heading west toward Toronto and the US.

Looking at the arrangement above you can see why the Grand Trunk chose to make the Montreal and Lachine's station their new Montreal passenger terminal. The Point St Charles station had been down on the docks, in the middle of a freight yard, and far from the city centre. In fact, the Grand Trunk and city officials hoped to extend the former Montreal and Lachine line even farther downtown to set up a more central station ... but mysteriously the price of the land they were considering skyrocketed! 

It was in 1863 that the Grand Trunk first used the Bonaventure location as its Montreal passenger terminal.

As a result of spring 'ice shoves' on the St Lawrence, low-lying parts of Montreal were sometimes subject to ice dam-caused flooding. This is about the only photo I can find of the earlier version of Bonaventure Station. To the right, you can see the wide, low freight shed for the transfer of freight between railway cars and horse-drawn wagons. I am presenting this photo out of sequence to show the building which the Grand Trunk built and began using in 1864.

In the year of Canadian confederation, the timetable above shows the frequency and speed of trains operating between Montreal and Toronto. It took about 18 hours and may have seemed very fast and smooth when compared to other overland travel or travel by water.

In 1881 Grand Trunk passengers could take fast trains to Halifax; Saint John; Portland, Maine; Buffalo; Toledo and Chicago.

The Second GTR Bonaventure Station 

This was constructed by the Grand Trunk Railway in 1887. In 1916 the building caught fire. At this point in the Grand Trunk's history 'austerity' was the word - this resulted in the station building being modified and rebuilt as a graceless box.

This map shows the general railway layout in 1907 - notice the small village named 'Turcot' to the right of my red dot.

You will recall that the Grand Trunk left behind its 'down on the docks' Point St Charles 'Montreal Terminal' passenger station in 1863. Similarly, by 1903 it was finding the Point St Charles freight yard too small to use for both its car and locomotive shops and also as its main Montreal freight car classification and storage yard. 

Montreal businessman Philippe Turcot (1791-1861) was a local landowner and near the houses of 'Turcot Village' the Grand Trunk purchased over 300 acres to build their new freight yard and roundhouse for locomotive maintenance and light 'running' repairs.

This shows the east end of the freight yard portion of the Turcot Yard facility. The underground system put in place by the city to drain the filled-in, former river bed is shown. As well the CPR Glen Yard - primarily a coachyard to support the passenger train operations at Windsor Station - can be seen. Its location was 'up the hill' and across the tracks from the CPR Westmount station.

To the east of the roundhouse, the freight yard throat squeezes to the south and toward Point St Charles and the Victoria Bridge via the wye at St Henri station. I believe that the upper two sets of long yard tracks were the Grand Trunk's equivalent of Glen Yard. I think they were designed to store drafts of coaches for staging into Bonaventure Station - to support West Island commuter operations, as well as all the regular intercity GTR trains.


If you scroll your way over on the 1915 map below, you can see the relative locations of the Grand Trunk's facilities in Montreal at the beginning of World War One.

Well before this map was drawn, the Grand Trunk was facing competition from the CPR - their headquarters and Windsor (Street) Station are hi-lited just north of Bonaventure. 

The Canadian Northern's east-end facilities at Moreau Street are not shown. But the Canadian Northern had surprised the other two railways by devising the plan to get access to their new, truly downtown station by tunneling through Mount Royal.

Above are the station names, mileages and altitudes on the GTR line west of Bonaventure as reported to the Canadian Government circa 1915.

The wonderful maps below solve eternal mysteries for me, and show how the main Grand Trunk line west from Montreal changed locations over the years and through its acquisition by the CNR.

Canadian National Railways' fully integrated elements of the Grand Trunk and Canadian Northern systems are shown in a not-to-scale schematic format. The basic elements were still there but a new automated hump yard was being built to the west in the 1950s.

Wellington Tower controlled movements around the Montreal Terminal. It was located right at the Lachine Canal because it also controlled the lift bridge over the canal beside it - until the advent of the Seaway. To see its area of control, check the bold "Interlocked Territory Shown" track on the map immediately above.

I believe the tower windows face 'south'. I believe that on the track schematics in the photo above, the trains would be represented running right to left as they came 'eastbound' into Central Station.

The schematic track diagram for Central Station is closer to the clock and you can see it narrow to two tracks at the left as the tracks begin their run through the Mount Royal Tunnel. Turcot Yard is represented immediately above the leverman at the right.

The terminal movement director has a detailed track diagram laid out on his train sheet area. On the console in front of him, starting from the top, the ranks of buttons or lights read:

  • train loaded
  • open gates
  • ready to load
  • acknowledge
  • restore

I have obtained some of the photo's details from a more recent book which shows the same photograph.

Feel free to count all the communication tools available to the director ...


Ultimately, all regular steam locomotive use on the CNR and CPR ended by 1960. This was a convenient time to rewrite the rulebook and to complete staffing changes (mainly cuts) made possible through the efficiencies brought about by diesel-electric locomotive technology.

By 1960, Turcot Yard and its roundhouse were obsolete. Instead of old-fashioned 'flat switching', rail cars would henceforth be rolled by gravity and sorted by computer at the new hump yard to the west. For a few decades, at least ...

With their main driving rods removed and placed on their running boards, the steam locomotives were often towed dead to terminals across Canada - such as Turcot Yard - to be cut apart by torches for scrap. The photo below from 1960 gives you an idea of a fraction of the huge scrapping operation underway.

My father wanted to document what little was left of the steam technology and he took me along on his visits to Turcot and the CPR Angus Shops as this rough old Ektachrome shows.
